PARIS — The head of the European Space Agency (ESA) navigated occasionally pertinent questions from the British Parliament on the U.K.’s future role in the ESA-EU Copernicus environment-monitoring network, whether OneWeb should be considered “European” and whether SpaceX’s Starlink broadband satellite constellation is a threat to the global order.

Testifying to the Parliament’s Science and Technology Committee, Josef Aschbacher was stretched to the limit by questioning that came down to: Who do you cherish more, the U.K . . .
